Executive/administrative authority; staffing and labor review apply.
The problem
Big plans die in the handoff. Without a single accountable command for the mayor's agenda, priorities compete, departments freeload on each other's timelines, and the mayor learns about slippage too late.
The plan
The Chief of Staff runs operational command for the mayor's agenda — one accountable leader tracking every priority, clearing blockers, and reporting progress. The Performance & Delivery Unit sits under the Chief of Staff as the delivery engine.
Operational command means regular accountability: what's on track, what's stuck, and who owns the fix.
How you’ll know it’s working
- Single accountable owner for agenda delivery
- Regular published progress reporting
- Blockers cleared through one command channel
From the Blueprint
- Expands the Chief of Staff from political coordination into centralized operational command of delivery.
- Holds direct oversight of the Performance & Delivery Unit and chairs the Cross-Departmental Task Force.
- Runs weekly operational reviews with department heads: working sessions with documented action items and public outcome summaries.
- Stands up four capabilities: PDU oversight, Resident Experience, an elevated CIO for tech/data, and an Executive Delivery Secretariat.
- The Secretariat tracks decisions, deadlines, and escalations — the keeper of the operating rhythm, not a second delivery shop.
The Chief of Staff will be the single most operationally accountable person in Tampa government, second only to the Mayor.
