Interim administrative action; durable ordinance and budget authority are Council-gated.
The problem
City Hall reports its own grades. Performance numbers, when they exist, are cherry-picked for press releases — and residents have no trusted, independent source telling them what's actually working.
The plan
The Office of Civic Insights (OCI) is the city's measurement and evidence shop. It starts as interim administrative capacity in the first month — governance, evidence rules, and a public process calendar — so measurement begins immediately.
Durable ordinance and budget authority for OCI goes through the Council process, keeping the office's independence honest and its mandate legitimate.
How you’ll know it’s working
- Interim OCI governance established within 30 days
- Evidence rules and public process calendar published
- Council process for durable authority underway
From the Blueprint
- Established on Day One under the direct authority of the Mayor’s Office.
- Led by a Chief Analytics Officer serving as a cabinet-level appointment.
- Aggregates real-time operational data across all city departments into unified dashboards.
- Serves as the data backbone: tracks KPIs, grounds budget decisions in analysis, and generates quarterly performance reports.
- Maintains a KPI dictionary with consistent definitions and baseline measurement — ‘shared facts, not shadow management.’
Every Tampa resident will be able to see, in real time, how well their city government is performing.
