Mayoral executive authority; charter and labor boundaries apply.
The problem
Right now, city departments answer to their own traditions more than to the people they serve. Residents get bounced between offices, priorities shift with every administration, and nobody can say in plain words what the city is trying to achieve this year.
The plan
On Day One, the mayor signs Executive Order 001: a People-First Governance Framework that sets the city's priorities in writing and aligns every department behind them. It gives departments a clear direction — serve the resident first — while respecting charter and labor rules.
The framework becomes the yardstick for budgets, staffing decisions, and performance reviews, so the promise of resident-first government shows up in daily operations, not just speeches.
How you’ll know it’s working
- Department plans cite the framework's priorities by name
- Resident satisfaction tracked against a published baseline
- Priority initiatives have named owners and public milestones
From the Blueprint
- Codifies four binding values for every employee: Accessibility First, Transparency by Default, Accountability Always, Equity in Execution.
- Every major department must align policies, service standards, and metrics to the four values within 90 days of issuance.
- Departments missing alignment benchmarks face operational review by the Chief of Staff.
- HR embeds the four values into hiring practices, training programs, and performance evaluations across departments.
- A City Talent Feedback Loop gives employees protected channels reporting directly to the Mayor on barriers and policy conflicts.
- A new Resident Experience team runs regular listening tours in every council district.
A Tampa city government that is accessible to every resident, transparent by design, accountable for outcomes, and equitable in execution — starting on Day One.
