Department scorecards and Trust Index

TOT-P1-C03-002

Every department graded in public. You be the judge.

Delivery conditions

Detailed schedule is not established in the supplied canonical timeline. Timing shown is v1 editorial sequencing, subject to the source gates.

Departmental administrative authority; baseline data required before launch.

The problem

You can't compare how departments are doing because there's no common scorecard. One department brags about output, another hides behind anecdotes, and trust in City Hall stays low because nobody shows the full picture.

The plan

OCI publishes department scorecards on common measures — plus a citywide Trust Index that tracks whether residents actually believe City Hall is working for them. Every scorecard is public, with a methodology you can inspect.

Baseline data comes first: scorecards launch only after honest baselines exist, so improvements are real and backsliding is visible.

How you’ll know it’s working

  • Published scorecards for city departments
  • Citywide Trust Index with published methodology
  • Baselines established before any scoring claims

From the Blueprint

  • Combines published departmental scorecards (including equity impact measures) with an annual statistically valid trust survey.
  • Civic Insights owns the index; department heads own data stewardship; Communications administers the survey.
  • Public metrics include permit turnaround, service response times, SLA acknowledgment rates, and redaction accuracy.
  • Accountability cadence: monthly public dashboards, with the full Trust Index published annually.
