The typology standard is defined by executive direction; operating authority and any licensed services sit with authorized providers under partner agreements, and the typology advances behind the fiscal model gate.
The problem
Many neighborhoods have nowhere nearby for a parent to find support, a senior to connect, or a young person to land after school. Residents end up traveling across town for help — or going without — because nothing close to home was built for them.
The plan
The city will define a Neighborhood Wellness Hub typology: community-rooted spaces for wellness, support, and connection — built around what each neighborhood actually needs, and held to compatibility and licensing standards that keep them good neighbors.
No site launches until property, capital, an operator, and licensing are all validated, with an operating and licensing plan in place. Each site reports on utilization and lifecycle so the portfolio earns its footprint.
How you’ll know it’s working
- A published typology standard for neighborhood wellness hubs
- Hubs designed around each neighborhood's actual needs
- Sites launch only with validated operating and licensing plans
- Utilization and lifecycle reporting for every operating site
From the Blueprint
- The city audits 20 existing centers for underuse, then picks five pilots, adding partitions for quiet zones, showers, and telehealth booths.
- Parks & Rec owns site selection, retrofits, and daily operations; HHS staffs screenings; TaskTampa covers flexible class and event staffing.
- Daily programming mixes morning fitness, afternoon arts, and evening social hours, bookable through CitySync or by walk-in.
- Timeline: months 1-3 audit and select sites; months 4-8 retrofit and launch; months 9-12 scale to three more sites.
- Five pilot wellness hubs carry $1M in capital costs, funded by CDBG and CDC grants.
