Community Hub Asset & Site Pipeline

TOT-P6-C27-004

A clear pipeline of hub sites, vetted before they're promised.

Delivery conditions

Detailed schedule is not established in the supplied canonical timeline. Timing shown is v1 editorial sequencing, subject to the source gates.

Pipeline development is administrative portfolio work by executive direction; property transactions, capital commitments, and operator agreements require Council action and partner agreements.

The problem

Hub projects announced with fanfare have a way of stalling — wrong property, no operator, money that never materialized. Residents learn to stop believing the ribbon-cutting promises.

The plan

The hub portfolio owner builds an asset and site pipeline: every candidate property surveyed, every site scored against the typology rules, and every commitment sequenced behind the fiscal model. A site only moves forward when property, capital, operator, and licensing line up.

The pipeline is honest by design: sites carry published stage labels, so residents can see exactly where each site stands — and no site is called committed or delivered until everything is validated.

How you’ll know it’s working

  • Every candidate property surveyed against typology rules
  • Published stage labels for each site in the pipeline
  • No site presented as committed before validation
  • Pipeline sequenced behind the fiscal model

From the Blueprint

  • The pipeline starts by auditing 20 existing centers for underuse -- facilities sitting empty after 3 PM.
  • Five pilot sites are selected and retrofitted; months 9-12 scale to three more based on pilot data.
  • Ten pocket parks and lots are mapped for green-space activation, five planted in months 1-4 and five more by month 12.
