Community Hub Portfolio

TOT-P6-C27-003

One portfolio of community hubs that earn their footprint.

Delivery conditions

Milestones are subject to the dependencies in the canonical timeline.

The portfolio carries mixed asset, capital, Council, partner, and licensure authority: property, capital, and operator commitments require Council action, while licensed services and operations run through authorized providers and partner agreements.

The problem

The city's buildings are scattered across departments, half-used, under-maintained, or sitting empty — while residents go without the services a community hub could provide. There is no single view of what the city owns, what it needs, and what each building is actually earning for its neighborhood.

The plan

The Community Hub Portfolio pulls every community-facing facility into one strategy: one asset view, one set of typology rules, one site-by-site capital plan, and one reporting standard. Typologies like health & hygiene and neighborhood wellness give each site a clear purpose instead of a vague multipurpose label.

No site is presented as committed or delivered before property, capital, operator, and licensing are all validated. Every launch needs an operating plan, a licensing plan, and a business case — and every operating site reports on utilization and lifecycle.

How you’ll know it’s working

  • One complete asset and site portfolio published
  • Typology rules and first site business cases completed
  • Sites launch only with operating and licensing plans
  • Lifecycle and utilization reporting for the whole portfolio

From the Blueprint

  • Year 1 totals around $1.6M phased -- pilots first, then scale with data -- using CDBG and municipal bonds for retrofits.
  • A Resident Portal Hub Finder provides a live map and bookings for $75K from the city budget.
  • No new builds: existing Parks centers are repurposed to keep capital low; TaskTampa fees cover 20% of event costs.
  • Long-term goal: hubs in every council district; year-1 targets are 50,000 total engagements at 80% satisfaction.
  • Monthly Parks dashboards and quarterly public reports track check-ins, event scans, and surveys.
