Local Multiplier Credits

TOT-P5-C25-002

Developers who invest locally get rewarded.

Delivery conditions

Detailed schedule is not established in the supplied canonical timeline. Timing shown is v1 editorial sequencing, subject to the source gates.

Credits that reduce what developers owe require Council action and legal review to stay within state and local law.

The problem

Developers who hire locally, build affordable homes, and invest in neighborhood businesses get the same treatment as those who don't. There's no upside for doing right by Tampa — so too many don't.

The plan

Local Multiplier Credits reward development that pays Tampa back: developers who hire local workers, include affordable homes, or invest in neighborhood businesses earn credits against city obligations. The design goes through Council and legal review, with no dollar figures promised until the structure is proven.

The credits are simple, public, and automatic when earned — a developer knows exactly what behavior the city values, because the price is printed on the tin.

How you’ll know it’s working

  • Credit structure designed with legal review
  • Credits earned and claimed in published counts
  • Local hiring and affordable-home outcomes tied to credits
  • Annual public accounting of credits granted and value delivered

From the Blueprint

  • Every qualifying development pays a Mobility & Impact Fee calibrated by square footage, trip generation, and infrastructure load.
  • Credits offset the fee by verified local performance: Bronze (20% local, 15% off), Silver (35%, 30% off), Gold (50%+, 40% off).
  • 'Local' means Hillsborough County residents on payroll and Tampa-region suppliers, with SBE/MBE participation weighted 1.5x.
  • Developers connect certified payroll and vendor invoices to TaskTampa via API; the city audits quarterly and dashboards update in real time.
  • Legally it is a universal fee with voluntary offsets -- not a procurement preference or set-aside under Florida procurement law.
