The Mayor can stand up city-run learning programs through departmental administrative authority; procurement and budget rules still apply.
The problem
The hours between the last school bell and dinner are when kids either grow or drift. Working parents know that after-school hours matter enormously, yet the best learning experiences often depend on which neighborhood a family can afford.
The plan
The city launches Tampa Learning Journeys: structured, city-run after-school and weekend learning experiences — museum days, library labs, park science, civic visits — open to every Tampa kid regardless of zip code. Sites and routes are published so parents know exactly what's on the calendar.
Programs run through city departments and community partners with clear schedules, real staffing, and published stage labels so families can track what's available, what's full, and what's coming next.
How you’ll know it’s working
- Number of neighborhoods served by learning sites
- Weekly participation across after-school and weekend sessions
- Parent satisfaction with schedules and communication
- Share of participants from historically underserved neighborhoods
From the Blueprint
- A city-hosted logistics platform lets teachers browse trips, see curriculum links, and book buses.
- In-school modules on Tampa history, civics, arts, and infrastructure are written with HCPS curriculum teams.
- Year one targets: 6 to 8 curriculum modules, MOUs with at least five anchor institutions, and at least 50 organized trips.
- Destinations include City Hall, museums, water treatment plants, port facilities, parks, courts, and local businesses.
- The Education Liaison in the Mayor's Office manages scheduling and alignment; Parks and Recreation co-owns the booking platform.
