Community School Model and childcare logistics

Schools that anchor their neighborhoods, day and night.

Delivery conditions

Detailed schedule is not established in the supplied canonical timeline. Timing shown is v1 editorial sequencing, subject to the source gates.

A community-school model requires an HCPS interlocal and Board agreement; the city cannot direct school operations or childcare programming inside schools on its own.

The problem

For working parents, school pickup is the start of a second shift — hunting for affordable aftercare, patching together childcare, and hoping the gaps don't leave a child unsupervised. Schools sit empty in the evenings while families scramble.

The plan

Working with HCPS, the city develops a community-school model where school buildings serve neighborhoods beyond class hours: coordinated childcare logistics, family services, and community programming under one roof. Legal review and a fiscal model gate the work before any pilot begins.

The design is partnership-first — HCPS owns school operations, the city brings wraparound services and logistics, and parents get one clear door for aftercare and support.

How you’ll know it’s working

  • Legal review completed and published
  • Fiscal model validated before pilot commitment
  • Interlocal terms agreed with HCPS
  • Pilot schools selected with published stage labels

From the Blueprint

  • The city pilots two full community school sites bringing health screenings, social work, and after-school childcare onto campuses.
  • Parks and Recreation runs licensed childcare under shared-use agreements; the district grants a non-exclusive license for after-school space.
  • Programs run structured blocks for homework, snack, enrichment, and recreation under state childcare regulations.
  • Public Health coordinates providers and Medicaid billing; Transportation maps routes and supports late pickups with shuttles.
