TaskTampa

TOT-P5-C24-001

Tampa's dollars build Tampa.

Delivery conditions

Milestones are subject to the dependencies in the canonical timeline.

The vendor network sits in procurement and economic-development authority, with Council and legal limits on competition, local preference, MWBE, and due process; the work begins as executive planning and scoping only.

The problem

Too many city dollars leak out of Tampa — spent with vendors who don't hire here, don't live here, and don't invest here. Meanwhile local businesses struggle to find city work, and the process feels built for insiders.

The plan

TaskTampa is the city's local-first economic doctrine with a unified front door for city work: an open, qualification-based, auditable vendor network that any eligible Tampa business can join. It is not a gig marketplace, and it is not a preferred-provider list — qualification is open to all who meet published standards, and every award is traceable.

Day One means scoping, not launching. The administration commissions legal, worker-classification, procurement, and product scoping before anything else — because the gates are real: classification, licensing, insurance, and safeguarding rules must be settled before a single job flows through the network.

How you’ll know it’s working

  • Legal, classification, procurement, and product scoping commissioned
  • Published qualification standards for vendor network entry
  • Share of city contract dollars awarded to local vendors
  • Audit trail published for every award decision

From the Blueprint

  • TaskTampa covers appropriate city tasks: minor maintenance, community outreach, and event support not needing a large vendor contract.
  • The City Attorney completes worker-classification and liability review within the first 90 days; platform development and vetting are first-year deliverables.
  • Workers get instant payouts the moment a job is marked complete, and top vendors move to instant digital settlement.
  • An 'At Risk' lane offers stipended civic tasks -- beautification, parks support, cleanup -- with hours and reliability tracked in a digital profile.
  • Designated slots serve residents re-entering from the justice system, with integrated tracking for parole and legal compliance.
The right person, the right task, the right price, with full safety standards and quality checks.
