Departmental engineering authority: Stormwater Engineering builds and maintains the register; Council appropriations fund the capacity recovery it identifies.
The problem
Some of the worst flooding isn't about new storms — it's about old pipes nobody cleaned, drains nobody cleared, and pumps nobody tested until the water was already rising. When the city doesn't know the condition of its own stormwater assets, maintenance is guesswork and neighborhoods pay for it. A register turns guesswork into a schedule.
The plan
Build a stormwater asset-condition register — every drain, pipe, pump station, and detention asset inventoried with its condition graded — and use it to drive capacity recovery: cleaning, repairing, and restoring the system the city already owns before building new.
Publish stage labels and the register's summary so residents can see the state of the infrastructure beneath their street.
How you’ll know it’s working
- Asset-condition register completed and summarized publicly
- Capacity recovery projects completed on degraded assets
- Preventive maintenance schedule published and tracked
- Flooding incidents attributable to asset failure, reported annually
