Project 84 Lifecycle Modernization Test

TOT-P6-C26-010

Keep what works, fix what doesn't, drop what fails.

Delivery conditions

Detailed schedule is not established in the supplied canonical timeline. Timing shown is v1 editorial sequencing, subject to the source gates.

The lifecycle test is an executive operating standard applied to Project 84 programs; department work continues within each department's authority.

The problem

City programs rarely die and rarely get fixed — they just keep going, year after year, whether they work or not. Residents can see which ones deliver and which ones are theater, and they are tired of paying for both.

The plan

The Lifecycle Modernization Test runs every Project 84 program through one honest verdict: KEEP, IMPROVE, REPLACE, PILOT, or DISCONTINUE. The test uses the Beautiful City Standard, real neighborhood outcomes, durability, value, and maintainability — not who likes the program.

Results are published. Programs that pass scale only when they prove durability, value, maintainability, and equity. Programs that fail get improved, replaced, or ended — and the savings and lessons go back to the neighborhoods.

How you’ll know it’s working

  • Every Project 84 program scored KEEP, IMPROVE, REPLACE, PILOT, or DISCONTINUE
  • Test results published for residents to see
  • Scale only for programs proving durability, value, maintainability, and equity
  • Failed programs improved, replaced, or ended — openly
