TampaMover: reliable local rides that actually show up

Delivery conditions

Milestones are subject to the dependencies in the canonical timeline.

Partner/operator agreement and funding authority: a bounded pilot moves only when operator, HART, insurance, labor, and funding gates are satisfied.

The problem

For huge parts of Tampa, the bus just doesn't come often enough — or at all — and a car is a $10,000-a-year tax on getting to work. Seniors, students, and shift workers plan their lives around routes that were drawn decades ago. TampaMover is the near-term answer: fixed-route and microtransit service designed around where people actually need to go today, not a decade from now.

The plan

Launch a bounded TampaMover pilot — frequent, easy-to-understand fixed routes plus microtransit — but only if the gates are met: a signed operator agreement, HART coordination, insurance in place, and secured funding. Conditional means conditional: no gates, no launch.

Publish the pilot's stage labels, service area, and evaluation criteria up front, then measure ridership, reliability, and cost per ride before deciding whether and where to scale.

How you’ll know it’s working

  • Bounded pilot launched only after operator, HART, insurance, and funding gates met
  • On-time performance and trip reliability on pilot routes
  • Riders served, with published service-area equity review
  • Cost per ride and published scale-or-sunset decision

From the Blueprint

  • Fixed-route, published-schedule shuttle network -- explicitly not a demand-responsive ride-share.
  • Three service types: evening entertainment shuttles (Thu-Sun, every 10-15 min), employer circulators, daytime errand routes.
  • Entertainment routes link structured parking to Ybor, Channelside, Downtown, and Water Street.
  • Employer circulators connect Westshore parking to Benchmark International and Raymond James, with employer co-sponsorship.
  • Errand routes serve seniors and car-free residents; Publix and Winn-Dixie approached as named grocery partners.
  • Physical display boards at garages and hubs show next arrivals, DASH+, rail status, and bike share -- no app required.
They are not waiting for a 30-year transit plan. They are waiting for a shuttle that shows up when it says it will.

Proposal FAQ

Questions, answered from the record.

What problem does TampaMover address?

For huge parts of Tampa, the bus just doesn't come often enough — or at all — and a car is a $10,000-a-year tax on getting to work. Seniors, students, and shift workers plan their lives around routes that were drawn decades ago. TampaMover is the near-term answer: fixed-route and microtransit service designed around where people actually need to go today, not a decade from now.

What would TampaMover do?

Launch a bounded TampaMover pilot — frequent, easy-to-understand fixed routes plus microtransit — but only if the gates are met: a signed operator agreement, HART coordination, insurance in place, and secured funding. Conditional means conditional: no gates, no launch. Publish the pilot's stage labels, service area, and evaluation criteria up front, then measure ridership, reliability, and cost per ride before deciding whether and where to scale.

Who would own TampaMover, and what authority would it use?

Mobility / Transportation. County–State Partnership: Partner/operator agreement and funding authority: a bounded pilot moves only when operator, HART, insurance, labor, and funding gates are satisfied.

How would Tampa know whether TampaMover is working?

Bounded pilot launched only after operator, HART, insurance, and funding gates met; On-time performance and trip reliability on pilot routes; Riders served, with published service-area equity review; Cost per ride and published scale-or-sunset decision

When would TampaMover move?

Year One: Launch a bounded TampaMover/DASH+ mobility pilot if operator, HART, insurance and funding gates are met.
