DASH+ On-Demand Mobility Module

TOT-P4-C17-002

On-demand rides where the fixed route can't reach

Delivery conditions

Detailed schedule is not established in the supplied canonical timeline. Timing shown is v1 editorial sequencing, subject to the source gates.

Partner/operator agreement and funding authority: DASH+ launches only with an operator agreement, HART coordination, insurance, and secured funding.

The problem

A fixed route can't cover every street, and nobody should need a car to reach the bus stop that was supposed to free them from the car. Late-night shift workers, people with disabilities, and residents in lower-density neighborhoods fall through the cracks of a one-size-fits-all map. DASH+ fills the gaps the fixed route can't.

The plan

Add DASH+ as the on-demand module alongside TampaMover: app- or phone-booked shared rides that connect neighborhoods to fixed routes, job centers, and medical appointments.

Sequence it behind the same partner gates — operator agreement, HART coordination, insurance, funding — and publish wait times, coverage zones, and cost per trip so the module is judged on performance, not promises.

How you’ll know it’s working

  • Partner gates satisfied before launch
  • Average pickup wait time within published coverage zones
  • Share of trips connecting to fixed-route transit
  • Cost per trip and published expansion decision

From the Blueprint

  • City-branded on-demand shared ride service run by a contracted microtransit operator with insured vehicles and trained drivers.
  • Public-private partnership subsidizes Uber/Lyft trips that start or end at designated Mobility Hubs.
  • Owners: Transportation Division, Economic Development, and HART.
  • Funded by General Fund pilots, FTA grants, and TNC partnerships; fares offset operating costs.
