A service-hub program within the mayor's administrative authority; gated on a validated fiscal model.
The problem
When the overnight shelter closes in the morning, people have nowhere to go — no bathroom, no shade, no safe place to sit. A day without dignity makes recovery almost impossible.
The plan
Dignity First day-service hubs will offer showers, storage, mail, meals, health care, and casework — a safe place to be during the day and a bridge into housing.
Hub typologies will be designed for different settings and needs, and each hub's services and results will be published.
How you’ll know it’s working
- Daily visits across hubs
- Services delivered per visitor
- Housing connections made through hubs
- Visitor-reported safety and dignity
- Hub operating costs published
From the Blueprint
- Open 6 AM–6 PM minimum with true no-barrier entry: no sobriety or ID requirement on first visit, no service requirement.
- Standards: private showers and changing areas, laundry with secure lockers, phone charging, free WiFi, dignified seating.
- Sign-in is not surveillance; walk-in case manager conversations are the core service.
- Resource libraries cover benefits, GED, job leads, and emergency financial aid.
- Timeline: two pilots (East and West side) designed in days 0–120, operational by months 4–6; a third if demand warrants.
- A real-time capacity dashboard routes overflow to partner sites.
