813 Peace Project

TOT-P3-C11-001

Stopping violence with the people closest to it

Delivery conditions

Milestones are subject to the dependencies in the canonical timeline.

A semi-independent Mayor's Office program funded through city budget plus provider and philanthropic agreements — partner-gated, so the first cohort enrolls only when organization, agreements, funding and USF evaluation are ready. Never promised as Day-One operational.

The problem

Violence in Tampa concentrates in a small number of blocks and networks — and the people best positioned to interrupt it are the ones who've lived it. But without a structured, independently-evaluated program, interruption work stays underfunded and disconnected from the support people need to stay out of the cycle.

The plan

The 813 Peace Project is the flagship community violence intervention program: trusted community members interrupt cycles of retaliatory violence, connect at-risk residents to case management, and offer a real alternative — with a strict firewall keeping stipends separate from enforcement.

In the first two months, the Mayor's Office confirms the organizational home, partners, stipend firewall and evaluation design with USF. The first cohort enrolls only when every piece is genuinely ready — this will not be rushed into a ribbon-cutting.

How you’ll know it’s working

  • Organizational home and partner agreements confirmed
  • Stipend firewall established
  • USF evaluation design published
  • First cohort enrolled only when all gates are ready
