Executive coordination through the Mayor's Office health and human-services function, with licensed and peer organizations as partners; partner agreements gate the launch.
The problem
Mental-health crises don't keep office hours, and neither does loneliness. At 2 a.m., Tampa residents in distress too often have nowhere to turn — and city employees carrying the weight of public service get too little support themselves.
The plan
The city integrates 24/7 peer support — trained people with lived experience, available around the clock — into Tampa's mental-health access system, alongside a real wellness program for city workers themselves.
Partner agreements with peer and provider organizations come first, so support is qualified, accountable and always there when the 2 a.m. call comes.
How you’ll know it’s working
- 24/7 peer-support partnerships established
- City workforce wellness program launched
- Utilization tracked with privacy protected
- Participant satisfaction feedback
From the Blueprint
- Phase 5 (Months 3-10) partners with established peer support and crisis platforms for 24/7 options.
- Warm handoffs connect peer-support users to local services.
- Phase 6 (Months 2-12): 'wellness hours/days' in HR policy plus anonymous counseling referral pathways.
- Trauma-informed training for 911, code enforcement, homelessness response, libraries, and neighborhood services.
- Quiet rooms and decompression spaces added to key city facilities via practical retrofits.
