Resident Safety Ambassadors and Community Navigator Fund

TOT-P3-C12-008

Neighbors trained to keep neighbors ready

Delivery conditions

Detailed schedule is not established in the supplied canonical timeline. Timing shown is v1 editorial sequencing, subject to the source gates.

A funded ambassador and navigator program — appropriations authority sits with the City Council, and partner agreements plus a fiscal model gate the launch.

The problem

City Hall can publish all the preparedness guides it wants — they still don't reach the grandmother who speaks only Spanish or the renter who just moved in. Preparedness spreads through trusted neighbors, and right now those neighbors are on their own.

The plan

Resident Safety Ambassadors are trained neighbors who spread preparedness block by block — and a Community Navigator Fund backs them with real resources.

Because this is a funded program, the City Council appropriates it, a fiscal model proves it sustainable, and partner agreements define how community organizations share the work.

How you’ll know it’s working

  • Fiscal model and partner agreements completed
  • Ambassadors recruited and trained
  • Navigator Fund disbursements tracked publicly
