Housing incentives require Council authority; gated on legal review and a validated fiscal model.
The problem
Long commutes cost families hours and hundreds of dollars a month — and cost Tampa its workers. When the people who serve the city can't afford to live in it, everyone feels it.
The plan
Live Local, Work Local will offer incentives for workforce housing near jobs: employers, developers, and neighborhoods partnering to keep working families close to where they work.
Incentives are structured through Council authority, grounded in a validated fiscal model, and published so residents can see exactly what the city is supporting.
How you’ll know it’s working
- Workforce housing projects incentivized
- Working families housed near their jobs
- Employer and developer participation
- Average commute time for housed workers
- Published incentive agreements
From the Blueprint
- The ordinance bundles eligibility, density bonuses, expedited permitting, property tax abatements, fee waivers, and clawbacks.
- Target zones map in days 0–60 using GIS and commute-time heatmaps around hospitals, schools, and transit hubs.
- First developer RFP in months 3–6; employers can nominate zones quarterly.
- Affordability minimum: 30 years, secured through deeds with covenants and enforcement triggers.
- Land policy prefers long-term ground leases and community land trusts over outright sale of city parcels.
- Standardized commercial-to-residential conversion playbooks plus a contractor portal tracking wage compliance.
- Employer-Assisted Housing Partnerships let major employers subsidize rental or homeownership near work.
