Licensed-provider and partner-agreement authority — the city coordinates outreach while licensed providers deliver care; legal review comes first.
The problem
Too many Tampa mothers navigate pregnancy and new motherhood alone — missing prenatal visits, struggling postpartum, unaware of programs that exist to help them. The mothers with the least support face the highest risks, and the system waits for them to find it.
The plan
Healthy Start outreach finds new and expectant mothers — especially in neighborhoods with the worst outcomes — and connects them to prenatal care, postpartum support and the resources that make early motherhood survivable.
The city coordinates the outreach; licensed providers deliver the care. Legal review and partner agreements come first.
