Executive direction; legal review required.
The problem
Residents deserve to know how their city government cooperates with federal law enforcement — what data is shared, what assistance is given, and under what rules. Right now, those arrangements are largely invisible.
The plan
Executive Order 008 orders a full review of the city's cooperation with federal law enforcement: agreements, data sharing, and joint operations — assessed against city values, legal obligations, and civil-liberties protections.
Findings are reviewed with counsel and published, so the public can see exactly where the city stands.
How you’ll know it’s working
- Cooperation review ordered and scoped
- Agreements inventoried against city values
- Findings published after legal review
From the Blueprint
- Suspends TPD’s interlocal cooperation agreement with ICE pending full public review, disclosure, and performance evaluation.
- Requires immediate publication of all federal law enforcement cooperation agreements: scope, cost to the city, operational parameters.
- Civic Insights compiles and publishes TPD use-of-force incidents, discipline records, and community trust indicators.
- A resident-driven review process evaluates partnerships against public standards of transparency and civil liberties.
- No federal cooperation agreement is re-executed or newly entered without meeting those standards and winning Council approval.
Tampa is not a sanctuary city. Tampa is an accountable city.
